Should a US, UK or EU business outsource SEO to Pakistan?
It makes sense when you need steady SEO execution at a lower hourly cost, such as technical fixes, on-page work, content and reporting, and you keep strategy, approvals and account ownership in-house. It is a poor fit if you want someone to run your whole growth plan with no oversight, or if nobody on your side can ship changes.
Google's guidance on hiring an SEO says a great time to hire is when you are considering a redesign or planning a new site, and the earlier the better. That holds whether your SEO team sits in Chicago, Manchester or Pakistan. Location changes the price and the meeting times, not the work.
Offshore SEO fits US and UK businesses with a clear list of pages to fix, agencies that need white-label capacity, and ecommerce stores with large catalogs that need structured, repeatable work. It needs extra process for regulated industries, where every claim must be reviewed by counsel before it goes live.
It cannot fix a bottleneck on your side. If SEO tickets sit in your developer's queue for months, a cheaper team just produces a longer list of unshipped recommendations. What does outsourced SEO cost compared with US and UK options?
Published Clutch rates put most Pakistani SEO firms under $50 an hour, against $100 an hour or more for most US and UK agencies listed, as of September 2026.
Clutch rates are self-reported brackets that change as firms update their profiles, so treat them as ranges. Salaries are wages only; an in-house hire also costs benefits, payroll taxes, tools and management time. US federal data has no separate line for SEO, so the figure below is for the wider marketing specialists group that search marketing strategists sit in.
Pricing usually comes as a monthly retainer, a fixed project such as an audit or migration, or hourly billing for ad hoc work. A retainer is only good value when the scope is written down: which pages, how many hours and which deliverables each month. A retainer that just says 'SEO services' is a monthly fee for an undefined amount of work.
When you compare proposals, convert each one into hours and deliverables per month. Ten hours of senior technical work can be worth more than a larger retainer filled with low-value tasks such as directory submissions. Ask who does each hour, because the rate on the proposal and the seniority of the person doing the work are not always the same.

Freelancer, agency or white-label partner: how do the models differ?
There are three common ways to buy SEO from an offshore team. They differ mainly in who manages the work and whose name is on the reports.

How white-label SEO should work
The partner works inside your process, not around it. You or your client own the accounts, the partner gets user access, and every deliverable passes your QA before the client sees it. Reports carry your brand, but you should always see the raw work: pages changed, fixes shipped and where any links came from.
Put three things in writing: which tactics are off limits, who talks to the client, and what happens to access and work in progress if either side ends the arrangement. Add a non-solicitation clause so the partner cannot approach your clients directly.
What to keep in-house
Some things depend on knowledge of your business that no agency has on day one.
- Goals and priorities: which services, products or locations matter this quarter.
- Subject-matter review of medical, legal or financial claims published under your name.
- Final approval of anything that goes live, especially templates that affect many pages.
- Account ownership and billing for tools, so your data and history stay with you.
- Customer insight: the questions your sales and support teams hear every week.
How do you vet an SEO company in Pakistan?
Check that the business is real and reachable, who will do the work, and whether they understand your site before you pay a retainer.
Start with Google's own hiring questions: ask for examples of past work, whether they follow Google Search Essentials, what results they expect and in what timeframe, and how they will tell you about changes to your site. Then add the checks below, which matter more when the team is several time zones away.
- The invoicing entity. Ask which legal entity signs the contract and invoices you, and where it is registered.
- PSEB registration. The Pakistan Software Export Board registers IT and IT-enabled service companies against their tax number, a bank account certificate and owner ID documents. Ask for the certificate and match the legal name to the invoice.
- Verified reviews on a platform that checks clients, such as Clutch, plus one reference in your country you can speak to.
- Named people. Get the names and roles of everyone on your account and ask whether anything is subcontracted.
- A sample audit of your site. Pay for a short one if needed. Findings that could apply to any site are a warning sign.
- Tool stack. Ask which crawlers, rank trackers and analytics tools they use, and whose licenses they are.
- An anonymized monthly report that shows work completed and business metrics, not just keyword positions.
- Link-building method. Ask exactly how they earn links. Any answer involving paid placements is a red flag.
How do time zones and reporting work?
Pakistan runs on UTC+5 all year with no daylight saving time. As of September 2026 it is 9 hours ahead of New York, 12 ahead of Los Angeles, 4 ahead of London and 3 ahead of Berlin or Paris. UK and EU clocks go back on October 25, 2026 and US clocks on November 1, 2026, which adds one hour to each gap.
SEO suits asynchronous work, because most tasks are measured in days, not minutes. UK and European clients share most of a working day with a Pakistani team; US clients usually get a short overlap in their morning. A workable rhythm is a written weekly update, a shared task board and one live call a month. Urgent issues, such as a site dropping out of the index or a broken robots.txt, need a named contact and a response time written into the contract.
- Weekly: tasks completed, pages changed with links, issues found, what is next.
- Monthly: clicks and impressions from Search Console, conversions from organic traffic, top gaining and losing pages, next month's plan.
- Quarterly: whether the strategy still fits the business, not just a longer report.
Access, contracts and GDPR: what should stay in your name?
Everything that holds your data or content should be owned by your company, with the agency added as a user, and any access to personal data covered by a data processing agreement.
In Google Search Console, an owner has full control and can add or remove users, a full user can view all data and take some actions, and a restricted user can view most data. Keep ownership yourself and add the agency as a full user. Do the same in Google Analytics and your CMS, so access ends with one click when the contract does.
Content written for you should become yours on payment. In the US, a copyright transfer must be in writing and signed by the owner under 17 U.S.C. § 204(a). In the UK, section 90(3) of the Copyright, Designs and Patents Act 1988 says an assignment is not effective unless it is in writing and signed by the assignor. Ask for an assignment clause covering all deliverables.
SEO work often touches personal data: analytics user data, CRM exports for conversion tracking, or form submissions on the site. If it does, the agency is your processor and GDPR Article 28 requires a written contract covering instructions, confidentiality, security, sub-processors, deletion and audits. Pakistan has no EU adequacy decision as of September 2026, so EU businesses need a safeguard such as standard contractual clauses, and UK businesses the ICO's IDTA or UK Addendum plus a transfer risk assessment. How do US, UK and EU clients pay an offshore SEO agency?
The usual options are an international bank wire, Payoneer or Wise. Payoneer's Pakistan guide says clients can pay by credit card, ACH or local bank transfer depending on location, and Wise supports transfers from the US to Pakistani bank accounts. Agree the invoice currency and who pays transfer fees before the first invoice.
Stripe does not list Pakistan as a supported country as of September 2026, so a Stripe invoice is only possible if the agency has an entity in a supported country such as the US or UK. Check that the entity on the invoice matches the one on your contract.
UK buyers: HMRC says the reverse charge applies when your business buys services from outside the UK. You account for the VAT on your own return, which usually nets to zero unless your business is partly exempt. EU businesses should ask their accountant how services bought from outside the EU are treated.
- Pay monthly in arrears or per milestone, not several months upfront.
- Keep a written scope for each billing period and match invoices to it.
- Ask for invoices from the registered legal entity named in your contract.
How do you start with a paid pilot?

What are the red flags when outsourcing SEO?
Most bad outsourcing stories share the same warning signs, and they are visible before you sign. Google's hiring guide is blunt: 'No one can guarantee a #1 ranking on Google.'
- Guaranteed rankings, a claimed 'special relationship' with Google, or a 'priority submit' offer. Google's hiring guide warns about all three.
- Link packages sold by volume. Google's spam policies class buying or selling links for ranking, including exchanging money, goods or services for links, as link spam. Sites that violate the policies may rank lower or not appear at all.
- Mass-produced pages. Generating many pages mainly to manipulate rankings is 'scaled content abuse' under the same policies, including AI-generated pages that add no value.
- Requests for your Google password instead of a user invite, or no access to your own data.
- Methods they will not explain, or an entity and address they will not put on the contract.
