Does outsourcing web development to Pakistan make sense for a US, UK or EU business?
Yes, when you have a clear scope, someone on your side who can review work and answer questions within a day, and you value lower rates over same-hour availability. It works well for marketing sites, ecommerce builds and ongoing development. It works poorly for vague projects or teams that expect a developer on a call within minutes all day.
Pakistan has a deep bench of teams already working for foreign clients. State Bank of Pakistan figures, as reported by Business Recorder in July 2026, put IT and telecom export remittances at $4.6 billion for fiscal 2025-26, up from $3.814 billion the year before. That says the market is mature. It says nothing about any single vendor, which is why most of this guide is about vetting and contracts.
The strongest fits are a marketing site or Shopify store with an approved design, feature work on an existing stack, WordPress or Shopify maintenance, and internal tools with a defined list of screens. How much cheaper is it than hiring in the US, UK or Europe?
Published rates put most Pakistani development firms well under half the hourly rate of a typical US agency, and below the hourly cost of a US in-house developer once overhead is added.
The table pulls together public figures you can check. Clutch rates are self-reported brackets that change as firms update profiles, so read them as ranges. Salaries are wages only: the BLS median for US web developers and digital designers works out to $47.85 an hour before benefits, payroll taxes, equipment and management time.
What moves any quote, offshore or local, is the same: seniority, stack (a custom React or Laravel build costs more per hour than theme setup), project management, QA and whether design is included. A low hourly rate on a vague scope can still produce a large invoice, so compare total cost for a defined deliverable. Freelancer, agency project or dedicated team: which model fits?
A freelancer is the cheapest way to get one task done, but you become the project manager, the QA tester and the backup plan. A studio costs more per hour because the price includes design, testing, project management and a second developer who can step in. A dedicated developer on a monthly arrangement sits in between: one person's full attention, and you keep the work queue full.
A useful rule: if you cannot describe the finished result on one page, you are not ready for a fixed-price project. Pay for a short discovery phase that turns your notes into a sitemap, a feature list and an estimate, then choose the model. How much time-zone overlap will you get?
Pakistan Standard Time is UTC+5 with no daylight saving time, so the gap to US, UK and European clients grows by one hour when their clocks go back in autumn.
Pakistan has not used daylight saving time since 2009, according to time.is. UK and EU clocks go back on October 25, 2026, and US clocks on November 1, 2026. Between those two dates, the UK and Europe have moved but the US has not.
The practical picture: UK and European clients share most of a working day with a Pakistani team. US East Coast clients get two to three hours of live overlap if the team works a shifted day, for example noon to 9 p.m. Pakistan time. West Coast clients usually get one early-morning call and run the rest in writing. Ask every vendor what hours the developers actually work, not what hours sales answers email.

How do you vet a web development studio in Pakistan?
Outsourcing problems usually start with skipped vetting, not geography. Run every shortlisted vendor through the same checklist so you compare evidence, not sales calls.
- Live URLs, not screenshots. Open three sites from the portfolio on your phone and ask exactly what the team built on each one.
- A reference call with a past client in your country. Ask how the team handled a missed deadline or a bug after launch.
- The invoicing entity. Ask which legal entity signs the contract and invoices you, and where it is registered. That entity is who you can enforce the contract against.
- PSEB registration. The Pakistan Software Export Board registers IT export companies against their tax number, a bank account certificate and owner ID documents. Ask for the certificate and check the legal name matches the contract and bank details.
- Who writes the code. Get the names and roles of the people on your project and ask whether any work is subcontracted.
- Repository and hosting access. Confirm the code will live in your GitHub or GitLab organization and that you get admin access to hosting from day one.
- Data handling. Ask whether they will need access to customer data, and whether they will sign your data processing agreement.
- A paid trial task. Pay for one real piece of work, such as a template or an integration, and judge code, communication and punctuality together.
Who owns the code, and what about GDPR?
You own the code only if the contract transfers it to you in writing and the vendor signs it. If the team will handle personal data of UK or EU residents, you also need a data processing agreement and a lawful transfer mechanism.
In the US, commissioned work by an outside contractor is a 'work made for hire' only if it falls into one of nine categories in 17 U.S.C. § 101 and both parties sign a written agreement saying so. Website code rarely fits those categories, so careful contracts add an assignment. Section 204(a) of the Copyright Act says a transfer of ownership is not valid unless it is in writing and signed by the owner.
In the UK, the author is the first owner of copyright under section 11 of the Copyright, Designs and Patents Act 1988; the employer rule does not cover outside contractors. Section 90(3) says an assignment is not effective unless it is in writing and signed by the assignor. EU rules vary by member state, so have a local lawyer check the clause. Everywhere, ask for an assignment of all deliverables on payment plus a license for any pre-existing tools the vendor reuses.
If the studio can see form submissions, customer records or a copy of your production database, it is your processor. GDPR Article 28 requires a contract covering your documented instructions, staff confidentiality, security, sub-processor approval, help with data subject requests, deletion or return of data, and audits.
Pakistan has no EU adequacy decision as of September 2026, so EU businesses need a safeguard such as the European Commission's standard contractual clauses. UK businesses use the ICO's International Data Transfer Agreement or the UK Addendum, plus a transfer risk assessment. The simplest control is anonymized staging data, so personal data never leaves your systems. This is general information, not legal advice.
How do US, UK and EU clients pay an offshore studio?
The usual options are an international bank wire, Payoneer or Wise. Payoneer's Pakistan guide says clients can pay by credit card, ACH or local bank transfer depending on their location. Wise supports sending money from the US to Pakistani bank accounts, and Wise Business accounts can make the same payments. Compare the exchange rate and fee on each route before you pick one.
Stripe's availability list does not include Pakistan as of September 2026, so a studio can only send a Stripe invoice through an entity registered in a supported country such as the US or UK. If you get one, check that entity matches your contract.
UK buyers: HMRC says the reverse charge applies when your business buys services from outside the UK. You account for the VAT on your own return, which usually nets to zero unless your business is partly exempt. EU businesses should ask their accountant how services from outside the EU are treated.
- Pay against milestones: a deposit to start, then design approval, staging sign-off and launch.
- Tie each payment to something you can click, such as a staging link or a merged pull request.
- Agree the invoice currency (USD, GBP or EUR) and who pays transfer fees before work starts.
- Keep the final payment large enough to matter until handover is complete.
How should you run the project week to week?
Offshore projects run on writing. Agree on one tracker (Jira, Linear, Trello or GitHub Issues), one chat channel and a fixed weekly demo. Decisions made on calls go into the tracker the same day, or they did not happen.
Insist on a staging site that mirrors production. Every feature goes to staging first, you approve it there, and only then does it go live. QA sign-off should be a named step with a checklist: mobile layouts, forms, tracking events, page speed and accessibility basics.
Plan around holidays on both sides. Pakistan's Eid holidays follow the lunar calendar and move every year, while US, UK and European teams slow down in late December, and US teams again around Thanksgiving. Ask for the vendor's holiday calendar at kickoff and keep launch dates clear of those weeks.
Handover checklist before the final payment
Launch is not the end of the project. Handover is. Hold the final payment until every item below is done and tested by someone on your side.
- Repository in your organization, with a README on how to run and deploy the project.
- Admin access to hosting, domain registrar, DNS, analytics, Search Console and paid plugins, all under your company email.
- A list of every third-party service the site depends on and who pays for each.
- Backups configured and one test restore completed.
- Vendor access to personal data removed or reduced, as your data processing agreement requires.
What are the red flags, and what is your exit plan?
Slow down, or walk away, if you see any of these before you sign.
- No live URLs or references, or references who cannot say what the team built.
- A fixed quote within an hour of a one-paragraph brief, with no questions asked.
- Registering your domain or hosting in the vendor's name 'to make things easier'.
- No repository access until the final payment.
- A contract or invoice from an entity nobody can name or locate.
- Pressure to pay the full amount upfront.
Build the exit plan into the contract
Write down what happens if the relationship ends: the vendor hands over the repository, credentials and documentation within a set number of days, deletes or returns your data, and you pay only for accepted work. Most foreign clients pay by international bank wire, Payoneer (which accepts card, ACH or bank transfer depending on your location) or Wise. Agree the currency and who pays fees in the contract.
Who owns the code when I outsource?
Only what the contract transfers to you. In the US, contractor-built code often does not qualify as a work made for hire, and in the UK the author owns copyright first. In both, an assignment must be in writing and signed. Ask for an assignment of all deliverables on payment and keep the repository in your own account. Have a lawyer review the contract.
